In her capacity as Officer of the Department of Earth Sciences and Technologies for the Environment (DTA) of the National Research Council of Italy (CNR), Germana was in charge of the overall activities of the National Programme on Halieutic Data Collection (PNRDA), of which CNR was the leading partner, pursuant European CommissionRegulation n. 1004/2017- Recast, establishing a Community framework for the collection, management and use of data in the fisheries sector and support for scientific advice regarding the Common Fisheries Policy.

In addition to the technical assistance and the management of the project activities, she was responsible of the programme budget, of more than 9 billion Euro,arising from the European Maritime and Fisheries Fund (EMFF). She liaised among programme partners, the Italian Ministry of the Agriculture (MiPAAF) and the European Commission, focusing on call for tenders, reporting and accountability.

The programme, mandatory for the European Member Countries, generates data collection and assessment with particular enhancement and protection of small-scale fisheries. Among the major programme results, particular evidence is given to cooperation between research institutions and Ministries for the framing of policies and their national adoption in line with European Directives and Regulations. Beneficiaries of the Programme are the entire national network dealing with fisheries and aquaculture and the European Commission.
