EU Support to Response, Recovery and Resilience in Borno State, NE Nigeria

Nigeria faces one of the worst humanitarian crises with five million people needing urgent food assistance. The UN posits that up to 55,000 children are in famine-like conditions in Borno State and 300,000 will suffer from severe acute malnutrition worsened by reduced immunity to illnesses. This is one of the largest crises worldwide that remains largely unaddressed. By addressing priorities under the EU Trust Fund, in 2017 the EU Nigeria Delegation provided a EUR 123 million joint humanitarian-development grant programme “EU Support to Response, Recovery and Resilience in Borno State”.

As part of this programme Charles developed a comprehensive support package for a UK based INGO that resulted in the successful award of a European Union €7 million Euro Grant. The planned interventions promote direct complementarity between humanitarian assistance and development actions, with a focus on addressing factors contributing to the situations of fragility that the communities of Borno State North East Nigeria are experiencing. The objective of the interventions aims at enhancing resilience and supporting early recovery from the ongoing crisis by investing in capacity development and support of government, local public-sector service providers, and empowering the conflict-affected people, with a special focus on women, children and vulnerable households.

Charles led the team technical design and internal drafting of the proposal narrative and budget as well as all revisions of the EU grant application which included project design, project implementation and portfolio management support and a comprehensive funding strategy. Main areas included; Solid Waste and Debris Removal and Recycling, Livelihoods Rehabilitation (Green Jobs) Community Mobilisation & Training, and Institutional Strengthening.

He was the principal EU focal point responsible for all communications and negotiations with the EU Nigeria Delegation on all matters relating to the proposal narrative and budget including contract negotiations. He also acted as the chief liaisonwith Borno State government regarding the specific activities and actions that would be undertaken with a focus on employment opportunities and the promotion of environmental climate-friendly livelihoods.
